The Kweneng District Council chairman Hon. Allen Jacob expressed concern on the number of horses and other domestic animals that roam Molepolole unattended. Mr. Jacob said this when addressing the 3rd Session of the Ordinary Full Council recently.
He indicated that this is in violation of the Bye Law on Control of Livestock & Other Animals, which prohibits the keeping of livestock or other animals in the village.
He noted that in terms of the bye law, a Bye Law Enforcement Officer is empowered to seize and detain any livestock found unattended or reported wondering in the village. The Council shall within 14 days of detaining livestock, notify the owner by Public Notice. The owner of such animal who wants to take possession of same will have to produce certified documents of ownership and on payment of a fee of P150.00 per day for every day that the livestock was in possession of the Council.
Hon. Jacob noted that in the current financial year alone, a total of sixteen 16 people were charged for contravening the Control of Livestock and other animals Bye Laws. The total fines collected from impounded livestock is BWP15, 825.
